چکیده
Bu makale Suriyeli göçmenlere yönelik izlenen göç siyasetine Michael Mann’ın Devlet Kapasitesi kuramıyla bakarken; Chantal Mouffe’nin çatışmacı ve Jurgen Habermas’ın müzakereci demokrasi uygulamalarından hareketle, meşruiyet olgusunu da bu kurama ekleyerek katkı yapmayı hedeflemektedir. Makalenin temel savı, Türkiye’nin izlediği politikalarda yönetim açığı ile karşılaştığıdır. iki boyutlu açık, toplumsal adalet eşitliğin bozulduğunun politik kararların zayıfladığının göstergesi olarak; devletin akut bir altyapısal iktidar eksikliğine işaret etmektedir. Dolayısıyla; siyasetin geçicilikten ziyade, kalıcılık üzerine yapılarak, gerek yasal gerekse rıza geliştirmek konularında, yeni politikalara ihtiyacı olduğu görülmektedir.
